If there's not an NTE in the property, you'll commit an "offence" by
interfering with the wiring - even for BT employees, it's a sackable
"offence" for anyone other than Openreach to touch the network side of the
wiring.
With all due respect, it's not something I think you should be tackling.
You should ask an Openreach engr to have a look at it - next time there's
one in your street, ask him to swap the 2/1 for a 5A because there's a dirty
smelly old £20 note stuck to it...;-)
