Adding Network Place Windows 2003 Give Wizard

When you attempt to create a network place shortcut under My Network
Neighborhood in Windows 2003, the first few attempts you get a long pause
that times out with a message:

"Please wait while the wizard downloads information about the service
providers"

What is that about? Does it indicate an error in the initial configuration
of Windows on the machine?
