Add user to SBS 2003

greetings

I have a "small" problem with which I alredy lost my nerves

I`ve been trying to add user/computer to domain, I add user to Active
Directory, I add
computer to AD computers and go on that wizard of it`s....
http://server/connectcomputer, login with admin account, choose users,
choose available
computer name, click finish and bang.... Network error occured...Please
contact sys
admn.

No way that it will connect to domain..not even on old fashion way through
control panel>system... in which i get message access denied (yes, it is an
admin account).

Event log shows nothing, except one tiny little message, maybe important
message
which goes....
"License usage for product <product> is at the maximum number of per server
licenses purchased. New license requests may not be granted. Consult
Licensing from the Administrative Tools folder for more information."

So, is there a licensing problem or not......
