Hi Joe,
After you are prepared to remove old DC move FSMO roles. Here are

Few other things to do:
* make sure your new DC is also a global catalog (GC)
* make sure you setup DNS and replicated it to your new DC (my advice is to
use Active Directory Integrated DNS)
* make sure that all your clients point to your new server's IP for
preferred DNS (configured under TCP/IP properties)
* move any other service that you might have on your old DC (e.g. DHCP)
After you do all this, run
dcpromo
on your computer. This will remove Active Directory service from the server
(don't just turn off the old server).
