If I've got a domain with a domain controller that's also a DHCP server, and
i've got a new computer (not yet joined to the domain) that's set up to get
its IP address using DHCP, it won't be able to get it from the domain
controller because the new machine isn't joined to the domain. but i can't
join it to the domain without an ip address. how to deal with this? i can
get around this by using a static ip address until it's joined to the domain
but this is inconvenient. is there a "right" way to do this?

A computer doesn't have to be a domain member to get an IP address from DHCP
so you shouldn't have a problem.
