I have a small network at home. My family don't have admin access to XP SP1
(just normal user only),
They can't download ActiveX from web sites. This causes me some issues, as i
want them to be able to do this, but don't want to give them Admin access.

Can a normal user not an administrator download and install ActiveX
components on to XP Pro SP1

if so is there any tips, as it keeps failing, but works when logged in as
admin.i.e its not a fire wall issue.

Yes, it is possible. The user should add web site address to the trusted web
sites list.
