Activation of ADSL - what is it that takes the time?

My exchange has just been upgraded to ADSL and my order for broadband is in
the process of being activated. I notice that today my router started
detecting up a DSL carrier and now intermittently authenticates but gets a
weird IP address (10.10.10.1, which is a local non-routable one). My ISP
says that BT have estimated that proper service will take until 21 April -
another week.

I'm curious: after BT have made the modifications at the exchange to supply
a DSL carrier, what is it that takes a further week before I get a proper IP
address from my ISP and can use broadband for real? Surely everything else
is a software change which presumably can be done from a central HQ rather
than needing someone in the exchange, so why the long delay?

What ISP?
If BT have done all of the work at the exchange then the ISP has the
capability to activate their side before BT inform them of the completion
of work. Sometimes BT do the work and don't inform the ISP for days.
Some ISPs may not be willing to activate their end without full
confirmation from BT though.

Force 9.

ADSL was installed at the exchange on Tuesday - that was the day that was
publicised on BT's site. Evidently BT have done some work today, as shown by
the DSL carrier and the intermittent CHAP authentication that my router
reported today.

Would you expect that my username/password would get me authenticated even
if Force 9 still had work to do? I could understand a DSL but no CHAP
authentication if F9 hadn't activated at their end.

The status of my ADSL order at Force 9 says

"Your order is being submitted to BT for ADSL activation.
The activation process normally takes between 7 and 10 days until your line
is activated.

More detailed checks will take place on your line, to confirm it will
support a high-speed ADSL connection. If you are supplying your own ADSL
modem or router, we recommend you wait until we confirm your line is active.

An engineer will then physically activate your line, and we can then
activate your ADSL account. If you already have ADSL connection hardware, it
may appear to be working before we confirm your account is active. This is a
normal stage in the activation process, but you won't be able to connect to
ADSL just yet.

Activation Date
The provisional date set for BT to activate ADSL on your line is:
21st Apr 2005 - After 12pm".

Looks like a BT engineer has done his bit already, nearly a week ahead of
schedule, but F9 haven't done their bit. Is there any automatic feedback
process by which an ISP polls lines to see who have been upgraded without
waiting for manual bureaucracy to run its course?

Okay from the way it worked when we went online, if you have a router set
up with your F9 user/pass trying to connect that should be fine. If you
synch with the right password, your account should automatically be
activated unless that has been changed since I last spoke to the folks
there about it. If you can't authenticate then chances are BT have only
done part of the work required.

The current status of your order with F9 will be on hold. At the
scheduled activation date, the ticket will be returned into the ADSL
provisions pool for an agent to check with the BT systems that your line
has been activated. If you believe BT have done all the work, you may be
able to ask an agent to check the systems before the automated system
brings your order back to the pool.

Hi,

Make sure that you are entering your username in the format

(E-Mail Removed)

our automated system should pick up your connection attempts and activate
your account.

If that doesn't work after 30 minutes or so, either let me have your
username or a ticket number from your account, or give the support team a
call and we'll activate your account manually for you.

With Regards,

Dave,
