ACK storm problem

Hi all.
We have a problem in our network that known as "ACK storm".
I'm not sure what causes this problem. We have several networks connected to
ours with NAT routers. But this problem arises only with one of those
networks. Maybe that caused by spoofing attacks.
But "ACK storm" is easy to catch, and so, have windows tcpip implementation
any means to stop that problem at early stage? For example aborting
connection after 10 failed tries of synchronization attempts.
