Accessing internet via proxy server

Strange as this may sound I have recently setup 2003 std
server.When I try to access the internet via an internal
proxy server I have no success.Have disabled the enhanced
security settings, re-installed , updated security
patches etc. but to no success.I connect a modem and dial
out and no problem at all.Hope someone can help me out
here.

What proxy server?
