Access to Specified Device, Path or File is Denied

When I try to run an *.exe file from a virtual CD
jukebox, I get the error "Access to Specified Device,
path or File is Denied" when using my Windows 98 machines
but have no problems running the same file from my XP and
NT4.0 machines. Any thoughts?
