scenario- Remote site where clients authenticate with DC over WAN link. If
WAN link goes down will users still have access to LAN resources at remote
site which include a file and sql server if they have already logged in and
have cached credentials before the link went down?

Yes, Kerberos tickets are valid about ten hours.
