The C$ share is a default administrator's share. Unless you created a new
share there is no way to access the c drive unless your a member of the
administrator's group. If you can not log in locally and you have
administrator rights, try any type of remote login (RDC) that may be
configured.
If all else fails you might want to try safe mode, or recovery mode. All
else fails, hit the backups.
