Don't depend on technology to solve a human behavor problem. If people keep
telling others thier password then do something about it yourself,
"human-to-human". If you can not do that, then go to their manager and deal
with it there. Then after that, if you have management's "blessing" set
password policies where the passwords expire every week or so (or whatever
time period works best) and don't allow them to reuse the same two or three
passwords over and over.
Make it clear that if they stop giving out thier passwords, then maybe you
would relax or remove the policy.
