98 to SE update?

I have windows 98 running on my Dell desktop pc at home. I
am having communications problems when attempting to
install/use SBC Yahoo DSL. SBC informed that I need to be
running windows 98 SE.

The connection method is via a 2Wire Home Portal 1000
residential gateway.

1. Is an upgrade to SE available, is it free?

2. Does this advise from SBC sound reasonable?
