98 ICS Wizard Error

When setting up Internet Connection Sharing using the
Wizard and when I choose setup a manual connection, I get
the following error:

Cannot load the Remote Network Access library
(rasapi32.dll).

Then I get I must manually setup TCP and so on. I've done
a search and cannot find any information on this error.
Can anybody please help?
