This is only a temporary solution, until the 98 clients
can be upgraded to 2k or XP (I'm assuming you are rolling
out 2k3 and XP), but, open Domain controller security
policy\Local Policies\Security Options\Microsoft network
client: Digitally sign communications (always) - Disabled.
and
Domain controller security policy\Local Policies\Security
Options\Domain Member: Digitally sign communications
(always) - Disabled.
Depending on the initial config of your 2k server, you
may need to disable another key in the same area - look
for the "(Always)" at the end of the line.
