Switches aren't Routers, unless you spent $$$$$$$ for one of those
combination devices they call Layer3 Switches. Ours was about $10,000 after
adding all the copper & fiber modules and redundant power supplies. I don't
know anything about Nortel equipment.
1. Where ever the Router is, double check the Router's DHCP Forwarding
settings to make sure you didn't mistype something. Make sure the DHCP
Server didn't end up in the wrong subnet by accidentally plugging it into
the wrong switch port that was associated with the wrong VLAN. I've had that
happen once or twice.
2. In the past I have had Win98 machines that just flat wouldn't work with
DHCP properly no matter what I did. However they did work after reinstalling
them from scratch. Win98 tends to get the TCP/IP Stack screwed up somehow
for no reason. Try using the Win98 box(es) with static network settings
first to verify that connectivity and networkability functions with the 2003
Domain to begin with. Once you know everything works, then retry DHCP.
You also should leave the old DHCP completely powered off when you retry the
Win98 on DHCP because, if I'm not mistaken, Win98 caches the last known DHCP
Server's name or IP# and will keep trying to go to the same one (but I could
be wrong about that).
