98 can't access modem on XP machine

I've done several searches, but didn't find any answers.

I've got 3 machines (2 XP and 1 98) connected through a Lynksys
router. All can see each other and Print sharing is also working.
the modem is on one XP machine. The other XP machine can use it, but
the 98 machine can't. Does 98 require a proxy to use the network
dialup? Any suggestions?
