95, 98 & ME Not accepting certain subnets when using dhcp

I am tying to DHCP the subnet 10.1.0.0 / 19 to clients
95, 98 & ME seem like won't accept these..
Any ideas, all other windows & apples take them fine.

Sorry, this seems to be a problem with Nortel Shasta BSN
