It could be simply a difference between Bytes Per Second and Bits Per
Second.
For example, on a diallup connection the maximum you can connect at is
56,600 Kbps (that's kilo-bits per second), most people connect at
under 50,000Kbps.
There are 8 bits in a byte, so the theoretical maximum download for a
modem is in the range of 6KBps (kilobytes per second) what with
control bits etc. Which is about right.
So if you're connected at 250 kilo bits per second you could expect a
maximum download rate of around 30 kilobytes per second. Your download
of 80 kilobytes per second (if that's what it is) sounds good (better
than I can get) for a broadband connection. It's also over 10 times as
fast as you would get up on a diallup.
Apologies if I'm barking up the wrong tree and you really are talking
about 80 kilobits per second (10 KBps) which is genuinely rubbish...
