is 802.11b equipment software upgradable to 802.11g?

I've seen an article that says that this was the idea when starting the
development of 802.11g, and I've seen an MSVP claiming this is not possible.

No, it is not. 802.11g was supposed to be, and kind of is, backward
compatible with 802.11b.
