No.
I pointed to the specifications in a previous posting. 802.11 is
just *one* supported bearer layer. If you wanted to use
the linksys router from a WAP cell phone, you would need the
appropriate cell-phone transceiver with whatever
necessary network interconnect equipment.
There are several different incompatible cell-phone standards --
GSM, CDMA, TDMA, and others. Your supposition that they might
all be able to use the linksys router would be equivilent to
supposing that all those cell phones could communicate with each
other directly.
