6TO4 adaptor on Server 2008

When the 6TO4 or isatap adapters are enabled, users experience network
connectivity issues. Therefore, I have disabled them. However, every few
days or so, the 6T04 adaptor re-enables itself--even if I've uninstalled it
from the device manager. Therefore, disabling or uninstalling do not work,
as it will just re-enable.
How can I get it to permanently disable?
