40 Person network + bandwith restriction

I have a group of 40 people all needing internet, we need to get 2
switches, one router, and cable ran. But before we go any further, I
would like to know of the best router that can balance network speed.
Prefrably restricting everyone to at least 30KB/s. Is there any
Netgear smart switches that can do this? At the same time, I would
like to note that the equipment does not need to be over 10/100. 1000
is a bit too much, and the network is not a high-priority network for
work related use.
