Not really.
The sentence reads: "A list of the exchanges which will be the first
with this deployed is detailed below."
This does not say whether the deployment is to the entire area covered
by the exchange, which is what I was asking. As the fibre optic
cables are to run 'from the local telephone exchange to the
streetside cabinet' it seems to me perfectly possible that some
streets could receive this upgrade and others not.
