Is that 2003 VPN cannot communicate with 2000 VPN?

I've setup Win2k Server->Win2k Server VPN successfully.

But whenever I connect the Win2k Server -> Win2k3 Server VPN. The
result is invalid password and/or login.

The error is "The connection attempt did not match any connection
request policy." in 2k3 event viewer(ID: 20189).

Then I tried to reverse to Win2k3 Server-> Win2k Server. I got another
different error like "The server could not bind to the transport
\Device\NetBT_Tcpip_{--GUID--};" in 2k event viewer(ID: 2504).

Any helpful info?

assuming you also receive error 649, you may need to re-configure the RRAS. This links may help,
