2003 TS Licensing Server

I have installed the TS Licensing server.
have gotten it activated and running.
I have installed valid licenses.
yet I cannot TS into the server which is running the
licensing server. it says that there are no license
servers available?

any ideas would be greatly appreciated.

Did you install TS Licensing on a Domain Controller? That
is where it needs to be located, NOT on a member server
even if that is the server that runs Terminal Services.
