2003 Server Change subnet and ip address

I have changed the ip address and subnet on my server from
class c to class b and changed the dhcp scope. I added the
new records in DNS and WINS. Now I can not browse to
anything including the server in the domain. I also get a
domain not found error when loging in on 98 ws.

Is there a utility that I need to run to change the ip
address and subnet on a domain controller?

You can not browse to anything from what? Are the other hosts on the same
subnet?
