2003 firewall allow traffic from one IP

I have a 2003 server with two nics that runs both exchange and live
communication server. Exchange runs on one IP and LCS on the other. If the
built in firewall is turned off everything works great - internal and
external users can connect to LCS. If I turn the firewall on external users
cannot connect to LCS because the firewall drops traffic from the other IP.
How can I tell the firewall to allow traffic that comes from the LCS IP?
