Hi Keith,
did you install Active Directory client on Windows NT server?
Windows 2003 DC by default will digitally sign any communication between the
clients and itself. Clients like Windows 9x and Windows NT don't understand
messages that are signed (by default) so you either have to install this
client or disable signed communication.
