ive been asked to network cheaply and quickly (file access/sharing) which
have a broadband connetion between them. Currently have a windows 2000
server doing their network stuff separateley .
All clients are win2000/win98

Would SAMBA on one site with an ftp server allowing people to log into their
home shares be a reasonable way to do it.

I see there are fixes for SMB shares over TCP/IP which requires fiddling
with individual machines. I havent go the time for that sort of fiddling
around at the moment.

Any other (quick and easy ) fixes ?

You don't need Samba, just do it via FTP. The only thing is that it isn't
secure (people's passwords will be sent plaintext). If that isn't an issue,
then FTP is fine.

The secure way to do it is to setup an SSH server on the server and then
people can login at a command prompt and transfer securely.

Where is your Linux question?

getting windows users to log in at at command prompt might be a bit
optimistic.

Samba was to give the private and shared folders at one end and then ftp to
access them from the other - only problem i can think of is sorting out ftp
access to group folders in samba.
Set up a load of symlinks manually so the ftp client can follow them to the
shared directories or is there an easier way ?

Since most ISPs block standard smb ports including 445 for security reasons,
you will need two linux gateways and set them up as samba servers as well
as vpn gateway (and at least one of them as wins server). It's however not
a task for a weekend admin

If the Win2k server does WINS (or Linux samba can), your best bet is a VPN
between the 2 networks. We use hardware VPN between our various offices
and California factory WAN. Linux can do ipsec (freeswan).

As has been mentioned ftp sends passwords as plain text.

More secure file transfer could be done with scp (PSCP with Putty in
Windows). It is encryped and can be compressed. But if the files are on
Windows, I am not familiar with Windows ssh servers.

Win file/printer sharing has no problems with TCP/IP (which is the only
default method for XP), but it is not something you would want to do over
the internet (without going through a VPN tunnel). Worms spread through
SMB (netbios) ports, and for that reason your ISP may block those ports.
