Nobody ever mentioned the "Sites" object in AD. Shouldn't that enter into
this as well since AD handles replication differently between sites due to
the slow link that usually exists between Sites?
If "AD Sites" aren't used then AD assumes a "full speed" LAN connection
exists between the two DCs and expects full normal speeds for
replication,...which might not really exist.
