Why would a business use a piss-poor ISP like them?

They weren't always a poor ISP though, were they?

Look at Pipex, was always a great reliable ISP, then when BT changed the
way they charged ISPs Pipex went bad.

They've been shite for at least 2 years. There's no excuse for anyone
to have stayed with them.
