If you assign the IP address manualy you will likely need to assign
the DNS server and gateway entries manually as well.
If you do assign the IP address manually make sure you setup the
router to avoid assigning IP addresses in that range. On mine you
can choose a range that it uses, then manually assign the others.
But... It sounds like you have another machine on the network that
is manually configured and using the same IP address as the
problem PC. Find that one and change it to automatic also...
In addition, we once had a problem here where there were two
computers offering DHCP service on our LAN... Since they
could not coordinate they were generating IP address conflicts
quite often...
