Yes.
Typically you create identical Scopes on each with each one covering the
entire network address range. You then stagger the Exclusions on each so
that each one gives out half of the available addresses. If one machine
dies you simply remove the Exclusions on the remaining one so it can give
out all the addresses until the damaged one is repaired, then put the
Exclusions back the way they were.
