128k WEP is broke over cisco\aironet 340 on SP2

Turns out 128k WEP is broke over cisco\aironet 340
adapters, perhaps more after XP SP2 is installed. 64k
may be busted as well. I stuck a MSFT 520 adapter in the
same machine and everything worked as it should, put the
340 back in and 100% repro of the bug.

It will appear as if DHCP failed but it doesn't get that
far.

Work arounds:
Don't run WEP
or uninstall SP2
or cold boot the basestation everytime you turn on an SP2
machine needing to auth with WEP
or open the properties of the adapter, select the
prefered network and open the properties of that. Then
exit by hitting ok until all the property UI windows are
closed. For some reason it bypasses the codepath and
misses the shipped bug.
or upgrade to a more recent adapter.

Took to long to figure this one out.
